CU students with concealed-carry permits voice concerns

BOULDER — A University of Colorado discussion about guns on campus changed course Wednesday as at least a half-dozen people in the audience identified themselves as students with concealed-weapon permits and defended their right to bring firearms to school.

The vocal majority at last month's forum expressed collective dismay and concern over a Colorado Supreme Court decision that struck down CU's gun ban.

Top campus officials organized the second forum because concealed carry continues to be a hot topic on campus since the high court's ruling last spring.

This time around, several attendees expressed their support for the Supreme Court ruling, and some said they were concerned that concealed-weapon permit holders have been demonized by the campus community.

Gessler gave self $1,400 to cover expenses without receipts

Colorado Secretary of State Scott Gessler took what was left in his own discretionary fund in 2011 and used it to give himself a $1,400 payout, a sum that a spokesman says was for "day-to-day" expenses even though Gessler submitted no receipts to explain what those costs were.

Critics say the payout to the Republican secretary of state looks a lot like a self-given bonus, and the revelation comes as two Democratic state senators are calling for an audit of Gessler's spending in response to reports he used state funds to attend the Republican National Convention.

The $1,400 payout occurred at the close of the state's 2010-11 fiscal year, which ended in June 2011. Gessler submitted a request to his chief financial officer

"for any remaining discretionary funds," which swept what Gessler had not already spent from the $5,000 fund.

But unlike other requests Gessler submitted for reimbursement, there were no receipts or documentation attached to this request.

"It was to cover general costs — day-to-day meals and travel, general reimbursement — that weren't itemized," said Rich Coolidge, a spokesman for Gessler. "That was his (Gessler's) first six months in office and probably still getting the hang of things. I don't know why they weren't itemized."

Yet Gessler did submit numerous receipts for expenses within his first six months as secretary of state and for expenses after that point.

"I think some of those receipts simply weren't itemized and weren't collected," Coolidge said. "It's just like the legislators' per diem: They just have to show up to work, and they get that dollar amount. It's for expenses in office, and that's what that discretionary fund was for."

Gessler likely had even more in unreimbursed costs, Coolidge said.

Luis Toro, director of the left-leaning Colorado Ethics Watch, said his group had added the news of Gessler's $1,400 payout to a request it had submitted to Denver District Attorney Mitch Morrissey to investigate the secretary of state for possible embezzlement of state funds. The group first asked for an investigation after learning Gessler used his discretionary fund for a trip that included a stop at a GOP lawyers meeting and the Republican National Convention.

"The discretionary fund is supposed to be used for state business, not to pay yourself a bonus," Toro said, noting the state controller's office recorded the payout as "other employee benefits."

Meanwhile, state Sens. Pat Steadman, D-Denver, and Lois Tochtrop, D-Thornton, have sent a letter to the Legislative Audit Committee requesting a state audit of Gessler's expenditures. However, state Rep. Cindy Acree, R-Aurora, the committee chairwoman, has delayed consideration of the request until December.

Police seek links between Jessica Ridgeway and May incident nearby

For the first time in the Jessica Ridgeway murder case, investigators released the description of man who used a chemical-soaked rag in an unsuccessful attempt to abduct a 22-year-old woman near Ketner Lake on May 28.

Police stressed in their announcement Thursday that they are linking the two cases in "an attempt to uncover any lead" in Jessica Ridgeway's Oct. 5 abduction and subsequent slaying and dismemberment.

"Police are trying to determine if there is any connection between the two cases," authorities said in a bulletin to media.

Ketner Lake Open Space is about a half-mile from Jessica's home and just south of Witt Elementary School, where she was headed that Friday morning, though she never made it.

On May 28, the young woman said she was grabbed by a man described as white or light-skinned and between 18 and 30 years old, with brown hair and a medium build. He was about 5 feet 8 inches tall.

The woman had initially jogged past the man, police said, then he grabbed her from behind "trying to put a rag over her mouth. She said the rag had a chemical smell on it. She was able to get away and called 911 from her cellphone."

Law enforcement has no description of a vehicle related to that case, police said.

Police have said they had no information connecting Jessica's case to any previous metro-area abduction cases.

Westminster police also are looking at other attempted abductions in metro Denver to see whether those suspects could have been involved in Jessica's kidnapping Oct. 5 , followed by the discovery of her body 11 miles away in an Arvada open space Oct. 9.

"Several metro-area law enforcement jurisdictions are working other cases of attempted abductions, and various vehicle or suspect descriptions have been provided," Westminster police stated Thursday.

Investigators are asking the public to call if they know of someone whose behavior has been unusual, including failing to show up at family activities or abrupt changes in appearances or habits around Memorial Day or Oct. 5.

High schoolers to watch over youngsters after Jessica Ridgeway murder

Pomona High School student Alexander Groen reacted to the murder of 10-year-old Jessica Ridgeway by creating a program that will rely on high school students to help protect younger children.

Groen, 16, a member of his school's student council, is asking students at five Jefferson County high schools — Pomona, Arvada West, Ralston Valley, Arvada and Standley Lake — to stand watch at the end of each school day at 28 area feeder schools, he said. They will be dressed in purple shirts donated by community members and emblazoned with the logo "Jessica's Angels." Purple was Jessica's favorite color.

So far his idea, spread by Pomona students on Facebook and by word of mouth, has resulted in $300 in cash donations and a pledge by T-shirt supplier Color Concepts Apparel to make shirts at a reduced rate, Groen said. Pomona student council and National Honor Society members will kick off the program Monday. Groen expects the program to spread.

"This crime has reminded us that we really are one community," Adams 50 superintendent Pamela Swanson said.

Boy Scouts "perversion files" show coverups of abuse over 20 years

Search by state, city or name to see those included in the Boy Scouts of America 'ineligible volunteer' files that were released on Oct. 18, 2012.

The files were evidence in an Oregon lawsuit in 2010 that resulted in the largest judgment ever against the Boy Scouts in a molestation case. The Boy Scout tried to keep the files secret, but media outlets opposed the move and in June the Oregon Supreme Court ruled that they should be made public after victim information had been redacted.

PORTLAND, Ore. — In August 1981, the father of three Boy Scouts in western Colorado wrote in deep despair to scouting supervisors: A local scout leader, referred to only as Joe, had sexually abused boys in his troop, including the writer's sons, and yet was still allowed to have contact with boys.

Joe had been spotted at a big scout gathering called a Jamboree, the letter said, wearing a leather name tag like all other scoutmasters. "Your assurances that Joe was out of scouting and would have no further contact with scouting have just become meaningless," he wrote. "Do you care about my distress over watching Joe insidiously get back?"

Regrets and recriminations about how the Boy Scouts of America have policed the ranks of its scoutmasters and other volunteers to guard against sexual predators — and how they have often failed — echo through the thousands of pages of internal documents, police files and newspaper clippings released Thursday in Oregon after a lengthy court battle.

The files were put together over a 20-year period in states across the nation on 1,247 men who were accused of abuse between 1965 and 1985, often with multiple victims. The release of the documents creates, for the first time, a public database on specific abuse accusations.

But in a sometimes jarring juxtaposition, the language of a guarded, institutional caution bleeds through too, from scout leaders who seemed to be protecting the organization, or were suffused with the belief — others might call it naivete — that a man who had admitted wrongdoing with young boys should be given a second chance.

"He recognizes that he has had a problem, and he is personally taking steps to resolve this situation," a scout executive wrote in a memo in August 1972 about a leader who, only a week earlier, had admitted "acts of perversion with several troop members."

"I would like to let this case drop," the executive continued. "My personal opinion in this particular case is, 'If it don't stink, don't stir it.' "

"We are sorry"

Identifying a sexual offender in advance, before any damage is done, has never been easy. There is no set profile for serial molesters except for their willingness to use positions of trust and power to manipulate their victims, said a professor of psychiatry who examined the internal scout files in a report last month for the Boy Scouts of America.

But human nature — in a mostly volunteer institution that millions of Americans have revered for generations because of its values of setting goals, building character and promoting the outdoor life — also led again and again to tragic results, senior scout officials now say.

"We definitely fell short — for that we just have to apologize to the victims and the parents and say that we're profoundly sorry," said Wayne Perry, president of the Boy Scouts of America, in a telephone interview. "We are sorry for any kid who suffered."

The "perversion files," or "ineligible volunteer files," as they were also called, played a central role in a civil case in 2010 over the abuse of six boys by a scout leader in Portland in the 1980s. The judge ruled that because they were evidence, the files should be released to the public under the open-records provision of the Oregon Constitution — a decision upheld this year by the state Supreme Court. More than 1,200 files were posted online Thursday and are available for public search.

They do not suggest that scouting was riddled with sexual stalkers. Some internal memos discuss the struggles to be fair when proof was hard to come by or the accusers would not tell the authorities or press charges.

Other sections described psychological horrors, like the scoutmaster who, according to a 10-year-old boy's account given to the police, talked about the virtues of the scouting life even as he slid his hand down the boy's pants.

And sometimes there were failures in the system, such as it was, that was intended to protect Scouts from abuse.

One such case involved a man named Floyd David Slusher. In 1972, the files say, Slusher — then an assistant scoutmaster in Troop 48 in Boulder — was fired from his job at a summer camp after a pattern of "overt homosexual activity" with underage boys was uncovered. Slusher's name was duly added to the "ineligible volunteers" file, although no criminal charges appear to have been filed.

Five years later, still in the Boy Scouts but now in a different troop, Slusher was arrested and charged with multiple counts of sexual assault of a child. A Boulder County Sheriff's Office report, sent to scout headquarters, quoted boys who said Slusher had threatened to kill them if they revealed what he did with them — telling one Scout that he would poison his food.

The Boy Scouts opposed the release of the files, arguing that opening the confidential documents to the public could impinge on victims' privacy and have a chilling effect on abuse reports.

"That was a different time," Perry said. "That was a time when people thought — the medical community thought — there was a potential for rehabilitation."

Awareness of problems

But there are passages of remorse in the files too, suggesting an awareness that bad apples often stayed bad. In 1970, for example, a scout leader wrote to headquarters about an assistant scoutmaster who had recently been arrested and had signed a confession on "child molester" charges.

The memo's writer, whose name was redacted, said the arrested man's name had come up years earlier concerning a sexual abuse case in another troop.

"At the time, a prominent member of my board called me to say he knew the family, that Tom was a fine young man, and asked that he not be placed on our 'red flag' list," the letter said. "Because of no concrete evidence, at the time, we did not do this, for which I have had many hours of regret."

Sometimes, the files say, information about a scout leader's past was simply withheld. One memo in 1982 discussed the case of a man who had been confronted with accusations by troop members and parents. He had admitted everything, the memo said — "taking liberties" was how it was phrased — and resigned, promising to undergo treatment. No criminal charges were filed. Yet the parents were not told that the man had been on the ineligible list in the early 1970s after previous episodes of abuse.

But even some parents who felt betrayed held true to the institution. The father who in 1981 was so outraged by Joe the scoutmaster's contact with children was also saddened that one of his sons had become estranged from the Scouts. The father held out hope that his son could become an Eagle Scout, the highest achievement in scouting.

"At age 18 it is hard for him to understand that scouting is not at fault, only misjudgment on the part of individuals," he wrote.

Hidup Mesra Tak Kenal Usia Lionel, 99, dan Ellen Buxton, 100, seolah tak terpisahkan. Menikah 76 tahun silam, pasangan asal Inggris itu membuktikan janji setianya.

Sejak memutuskan berumah tangga pada 1936, pasangan itu hanya sekali menghabiskan malam terpisah satu sama lain.

Raga yang melemah tak menghalangsi letupan kemesraan keduanya yang menakjubkan. "Kami selalu bahagia, kami adalah teman baik juga suami dan istri yang baik," kata Ellen, seperti dikutip mirror.co.uk.

Selama puluhan tahun itu pula mereka memiliki kebiasaan menghabiskan malam indah bersama. Tak melulu makan malam romantis, tapi juga sekadar bersenang-senang bermain bingo.

Mereka kebetulan juga memiliki ketertarikan sama di bidang olahraga seperti memanag, dan sepakbola.

Ellen dan Lionel pertama kali bertemu pada 1930, saat bekerja di pabrik kabel di Woolwich. Ellen yang menjadi teknisi di pabrik itu kerap meminta bantuan Lionel yang menjadi insinyur magang.

"Saya selalu menantikan dia meminta bantuan, jadi saya punya kesempatan untuk berbicara dengannya. Dia begitu baik. Dia cantik," kata Lionel, yang enam bulan lebih muda dari Ellen.

Berbagai liku kehidupan selama puluhan tahun rupanya tak mengikis kemesraan mereka. Termasuk saat Ellen bergulat dengan penyakit kanker dengan kemoterapi yang menyakitkan.

"Kami lebih cinta sekarang dari sebelumnya. Kami terus saling pergi. Kami bukti bahwa cinta sejati tidak pernah memudar," kata pasangan yang telah memiliki empat cucu itu.

"Jika anak merasa sudah sendiri, ini berbahaya. Hidupnya terbiasa tidak berbagi dan nantinya ia akan merasa kesepian," jelas Rustika,r usai talkshow mengenai kebiasaan berbagi beberapa waktu lalu.

Anak akan merasa kesepian karena tidak terbiasa membangun kebersamaan dengan orang lain. Hal ini bisa terjadi disebabkan anak tak terbiasa bertemu atau berkomunikasi dengan dunia luar selain dirinya. Anak menjadi kikuk saat berhadapan dengan orang lain.

Sebaliknya, anak yang terbiasa bermain bersama dengan orang lain di lingkungannya lebih mudah berkomunikasi. Apalagi jika anak dilatih untuk membangun kebiasaan berbagi kepada orang lain, ia akan lebih mudah berkomunikasi. Komunikasi langsung tatap muka dengan orang lain ini tak bisa menggantikan komunikasi yang dibangun melalui dunia maya, jelas psikolog yang akrab disapa Tika ini.

"Meski anak mahir berkomunikasi melalui jejaring sosial, namun tak sama pengalaman dan kemampuannya ketika berkomunikasi langsung," lanjutnya.

Gabung Obat Kimia-Herbal Beresiko Penggunaan obat kimia modern dan obat herbal, termasuk jamu, secara bersamaan untuk mengobati penyakit tertentu harus dilakukan secara hati-hati. Penggabungan secara serampangan bisa memperburuk kesehatan.

"Butuh pengetahuan dan penelitian lebih banyak untuk menggabungkan penggunaan jamu dan obat kimia secara bersamaan," kata Ketua Program Studi Pengobatan Tradisional, Fakultas Kedokteran Universitas Airlangga, Arijanto Jonosewojo, dalam simposium "Pentingnya Kualitas Ekstrak Obat Herbal sebagai Produk Perawatan Kesehatan dan Agen Terapetik" di Jakarta, Kamis (9/2).

Uji klinik yang dilakukan di Rumah Sakit Umum dr Soetomo, Surabaya, menunjukkan, penggunaan obat antikolesterol simvastatin ataupun campuran daun jambu, temu lawak, dan jati belanda (obat tradisional) memberikan hasil yang baik jika digunakan secara sendiri-sendiri. Tetapi, jika digabung, hasilnya justru buruk.

Hal yang sama terjadi pada penggunaan metformin dan teh hitam untuk mengobati diabetes. Jika kedua obat itu digunakan sendiri-sendiri, bisa menurunkan kadar gula darah rata-rata selama 1-3 bulan (HbA1C) hampir sama. Namun, jika digabung, penurunan HbA1C justru sangat kecil.

"Jika ingin menggabungkan, obat modern sebaiknya diminum lebih dulu. Setelah 1-2 jam, baru minum obat herbal," katanya.

Zat aktif dalam obat kimia umumnya lebih cepat diserap tubuh. Adapun obat herbal, selain lebih lambat diserap tubuh, terkadang bersifat mengikat zat dari obat kimia. Akibatnya, efek obat kimia jadi tidak maksimal.

Arijanto, yang juga Kepala Poliklinik Obat Tradisional Indonesia RSU dr Soetomo, mengingatkan, ginseng tidak boleh digabung dengan obat digoxin (obat jantung) karena akan memperburuk kondisi jantung.

Selain itu, bawang putih yang juga merupakan obat herbal antikoagulan tidak boleh digabung dengan obat kimia golongan asetasol atau clopidopril. Hal ini akan menimbulkan perdarahan.

"Masyarakat masih menganggap obat herbal lebih baik dibandingkan obat kimia. Padahal, tidak ada obat herbal yang 100 persen aman dan tidak semua obat kimia buruk," katanya.

Belum berkembang

Meski bangsa Indonesia mengenal dan merasakan manfaat tanaman obat sejak lama, hingga kini industri obat tradisional Indonesia belum berkembang.

Direktur Standardisasi Obat Tradisional, Kosmetik, dan Produk Komplemen, Badan Pengawas Obat dan Makanan, Hary Wahyu Triestanto Wibowo mengatakan, saat ini baru terdaftar 6 fitofarmaka dan 31 obat herbal terstandar. Adapun jamu jumlahnya mencapai ribuan.

Jamu adalah tingkat terendah dalam pengelompokan obat tradisional Indonesia. Disusul obat herbal terstandar dan fitofarmaka sebagai tingkat tertinggi.

Untuk meningkatkan status jamu menjadi obat herbal terstandar, harus ada uji nonklinik. Untuk menjadi fitofarmaka, harus dilakukan uji klinik dan uji nonklinik. Proses uji itu butuh biaya investasi besar.

Karena itu, banyak produsen jamu enggan meningkatkan status produknya karena dengan status jamu saja sudah laku. "Produsen hanya akan meningkatkan status produknya menjadi obat herbal terstandar atau fitofarmaka untuk meyakinkan keamanan produknya pada konsumen dan kepentingan ekspor," ujarnya.

Rudy Susilo dari Evoria GmbH, Jerman, mengatakan, pengolahan obat herbal di Indonesia banyak yang tak memenuhi standar. Orientasi bisnis produsen lebih besar sehingga kurang memperhatikan aspek keamanan obat bagi konsumen.

Untuk mendapatkan obat herbal yang baik, seluruh proses produksi, mulai dari penanaman tanaman obat, perawatan, panen, pengeringan, ekstraksi, penyimpanan, pembuatan obat, hingga distribusinya, tidak bisa dilakukan asal-asalan.

Bahan baku obat herbal harus bebas dari logam berat, jamur, ataupun pestisida. Proses produksi harus dilakukan secara modern, sama seperti yang dilakukan sebagian obat herbal China.

Menurut Rudy, obat herbal tidak perlu diragukan manfaatnya. Yang harus dijaga adalah agar obat herbal aman dikonsumsi.

"Obat herbal sudah digunakan sejak ratusan tahun lalu dan menunjukkan khasiatnya," katanya.

Obat herbal, demikian Arijanto, sebaiknya digunakan untuk mencegah penyakit, meningkatkan kesehatan, pemulihan, dan mengurangi penderitaan pasien.

Untuk penyembuhan penyakit, masih disarankan menggunakan obat kimia. Dokter dapat memberikan obat herbal untuk melengkapi obat kimia dengan syarat ada permintaan tertulis dari pasien.
